This is a bit like Zeno's Dichotomy paradox. You will find that by reducing velocity as you indicate you get this pattern:

#v to v cdot 0.9 to v cdot 0.9^2 to .... to v cdot 0.9^n to ....#

So you never get to zero.

You will improve your model by specifying that the sheet will reduce the velocity by 90% or some fixed amount that requires the bullet to stop.
