In the first question, the squirrel is moving away while in the second, the dog is coming towards you.


Let us assume the point where you are standing to be the origin.

Thus, the displacement of the squirrel on the x axis with respect to origin is positive as its x coordinate is increasing overtime.Hence its velocity is taken positive.

But the dog on the other hand is moving towards the origin, in the reverse direction of the squirrel.As its x coordinate is decreasing overtime, its displacement is negative.Therefore, its velocity is taken as negative
