Radius $r = 2$
${\left(x + 2\right)}^{2} + {\left(y - 1\right)}^{2} = 4$
It is not tangent to the x-axis

#### Explanation:

Given :Center $\left(h , k\right) = \left(- 2 , 1\right)$

It is tangent to the y-axis, therefore, the y-axis is perpendicular to the radius. A radius and the y-axis intersects at $\left(0 , 1\right)$ and this point is 2 units away from the center.

then, Radius $r = 2$
