As the slope of line joining #(0,5)# and #(8,3)# is

#(3-5)/(8-0)=-2/8=-1/4#

and the slope of line joining #(7,1)# and #(a,b)# should also be the same i.e.

#(b-1)/(a-7)=-1/4#

or #4b-4=-a+7#

or #a=11-4b#

Hence any line joining a point #(11-4b,b)# with #(7,1)# will be parallel to line joining #(0,5)# and #(8,3)#

Let #b=0#, then the point is #(11,0)#
