The idea with colligative properties is just that no matter what the identity of the particles are, the sheer number of them in solution contribute to freezing point depression and boiling point elevation.

The substance that dissociates to produce more ions per formula unit, i.e. the one with the greater van't Hoff factor, will be more effective in lowering the freezing point of ice by making it more difficult for the solvent to congregate into a lattice structure.

Thus, the ice melts more easily with #"CaCl"_2#.
