Cnidarians are diploblastic, hence develops two germ layers : ectoderm and endoderm (no mesoderm) during gastrulation .

Explanation:

Cnidarians are very simple type of animals, with a blind gastrovascular cavity. They are diploblastic, with tissue level organisation.

Ectoderm becomes epidermis and endoderm becomes gastrodermis. In between these layers a glue like 'mesogloea' is present.
