Has the crust over which we live already been subjected to electron degeneracy pressure? What about planets like Jupiter, Saturn which are not as dense as the inner planets?

Any condensed matter will have some electron degeneracy pressure, but it's very small unless you have achieved the density of a white dwarf star. That would be tens of thousands as dense as the Earth's crust, or more.
