Have scientists witnessed the formation of other planets in galaxy?

From what I know, no.
Explanation:
It takes thousands and millions of years for planets to form. And even though we can technically see back in time because of light years, we would have to live a long time to fully witness a planet being fully formed. Also, even locating other planets in galaxy is very, very, very hard.
