Going outside or in a bunker.

Explanation:

An earthquake is basically a shaking of the ground, which disturbs objects on the ground or the foundations of that object. People can stay safe during an earthquake, by either going outside, where there are relatively buildings to fall or collapse onto them, which is what the main killer of an earthquake is, rather than the quake itself.

A bunker, or a 'reinforced' shelter can prevent and stop debris from falling on people, and if properly equipped, help them survive for a couple days until they are rescued if they're buried.

Basically, it is the environment which kills/injures you, usually from debris falling on you, whether that be a building, tree, cliff face material or snow from the side of a mountain.

Hope this helps!
