The pituitary gland is part of a well regulated, self-sustaining system that involves a part of the brain called the hypothalamus .

The image below shows that the hypothalamus produces hormones that influence the hormone production of the pituitary gland. Most signals from the hypothalamus stimulate the pituitary. However the hypothalamus can also inhibit the pituitary.

So, in theory, when you stimulate the hypothalamus or when you administer the hormones that are released by the hypothalamus, you can increase the production of pituitary gland hormones. This is however not the case when the pituitary is unresponsive to these hormones or when the pituitary is not functioning properly as seen in some diseases. In this case, the only option is to administer the pituitary hormones.
