While the men were off fighting World War I, women got two rather controversial bills enacted into law.

Explanation:

Although neither law took effect until war's end, women took advantage of their husbands' absence to get two bits of legislation made into law: the 18th amendment (which outlawed the sale of liquor) and the 19th Amendment (which gave women the vote in all states).
