How do you calculate the frequency of the rotation of the Earth?

Observe a star at night when it comes above your head(altitude 90degree)..Me sure the time when it comes above your head next night.The difference will be the time for one rotation.

Explanation:

As earth moves roughly one degree around Sun the rotation time based on Sun is not correct time of rotation.It takes more.
Actually earth rotates self in 23 hou s56 minutes and 4 seconds.
