Perimeter of any polygon is found by finding the sum of all of the sides.

An isosceles triangle is a triangle with two equal sides and two equal base angles.

For the isosceles triangle above the measure of the base is 14 and the measure of the two equal sides are 9 each. Therefore the perimeter of the isosceles triangle is the summer of the three sides,

#14 + 9 + 9 = 32#
