Explanation:

It is easier to do it the other way round in that you derive the fraction first.

For decimals you have in order of unit size:

#"decimal point "1/10+1/100+1/1000#

So for the decimal given we have:

#6/10+6/100+7/1000#

This can be written as: #667/1000#

To convert this to the non fraction form of percentage we do this:

#667/1000 xx100 = 66.7%#

Expressed as a percent fraction this is #(66.7)/100#

But we do not like decimal values as a numerator so we are back to
