$f(x)=1$ is even function.

A function $f(x)$ is even if $f(-x)=f(x)$ and

f(x) $is odd if$ f(-x)=-f(x)#

If $f(x)=k$ , where $k$ is a constant,

then obviously $f(-x)=f(x)$ and $f(x)$ is even function.

Hence, $f(x)=1$ is even.
