Use BEDMAS/PEMDAS.

Explanation:

All we are doing is applying BEDMAS/PEMDAS laws to this expression.

15 div (~3) - (~2)+2.3(~2.1)

BEDMAS says we do brackets first. Well the brackets are just terms so nothing we can do there.

There are no exponents so we do division/multiplication first.

We can divide the 15 by ~3 as well as multiply 2.3 by ~2.1.

=~5 - (~2)-4.83

Now we just add/subtract the remaining terms.

=~3-4.83

=~7.83

There we go! If we evaluate the expression, we get ~7.83.
