The operator precedence is important. You have probably come across PEMDAS:

Parentheses
Exponent
Multiply
Divide
Subtract

Applying this in order we get:

${3}^{3} - 8 \cdot 3 \div 12$

$= 27 - 8 \cdot 3 \div 12$

$= 27 - 24 \div 12$

$= 27 - 2$

$= 25$
