Actually the square brackets in the first part aren't neccessary.
We first clear the brackets:

#### Explanation:

$= \left(13 \cdot {4}^{2}\right) - \left(4 \cdot 17 : 2\right)$
Then the powers:
$= \left(13 \cdot 16\right) - \left(4 \cdot 17 : 2\right)$
Then the multiplications and divisions (two groups!):
$= 208 - 34$
Finally the adding and subtracting:
$= 174$

Note that all the brackets I put in the explanation are superfluous, they were just put there for clarity (what belongs together?).
