$| - 32 |$ is the absolute value or modulus of $- 32$. Absolute value or modulus of a real number is always positive i.e. without its sign (i.e. negative or positive) and in value is equal to just physical value of the number under consideration.
So $| - 32 | = 32$.
Note - It is also defined as $| a | = a$ if $a \ge 0$ and $| a | = - a$ if $a < 0$. Here as $- 32 < 0$, $| - 32 | = - \left(- 32\right) = 32$.
