How do you find the intercepts for 3x-2y=-12?

You set both $x \mathmr{and} y$ to zero in turn, and see where the other one ends up.
$x$-intercept means $y = 0$
$3 x - 2 \cdot 0 = - 12 \to 3 x = - 12 \to x = - 4 \to \left(- 4 , 0\right)$
$y$-intercept means $x = 0$
$3 \cdot 0 - 2 y = - 12 \to - 2 y = - 12 \to y = 6 \to \left(0 , 6\right)$
