$3 {x}^{2} + 24 x - 9 = 0$
is equivalent (after dividing both sides by 3) to
${x}^{2} + 8 x - 3 = 0$

Using the quadratic formula for roots
$x = \frac{- b \pm \sqrt{{b}^{2} - 4 a c}}{2 a}$

$x = \frac{- 6 \pm \sqrt{64 + 12}}{2}$

$x = - 3 \pm \sqrt{19}$
