X + Z==[(3,4), (-2,4)]

Explanation:

We add matrices by adding up each corresponding element;
[(x_11,x_12), (x_21,x_22)] + [(y_11,y_12), (y_21,y_22)] = [(x_11+y_11,x_12+y_12), (x_21+y_21,x_22+y_22)]

Hence:
X=[(4,1), (-2,6)] and Z=[(-1,3), (0,-2)] gives:

X + Z=[(4+(-1),1+3), (-2+0,6+(-2))]=[(3,4), (-2,4)]
