This equation is of the form ${\left(x - a\right)}^{2} + {\left(y - b\right)}^{2} = {r}^{2}$, which is the standard form of the equation of a circle of radius $r$ centred at $\left(a , b\right)$.
The left hand side is the formula for the square of the distance of $\left(x , y\right)$ from $\left(a , b\right)$
