The general point-slope form of a linear equation
with a point $\left({x}_{1} , {y}_{1}\right)$ and
a slope $m$
is
$y - {y}_{1} = m \left(x - {x}_{1}\right)$

$y = - 7.4 - \frac{3}{4} \left(x + 1\right)$
can easily be re-arranged into the slope point form as
$y + 7.4 = \left(- \frac{3}{4}\right) \left(x + 1\right)$

with a point $\left(- 1 , - 7.4\right)$ and a slope of $\left(- \frac{3}{4}\right)$
