M- multiplication
D - division
A - addition
S - subtraction

Rule:
(PE)(MD)(AS) (Left to Right Rule)

Since, the operator present in the problem is division, multiplication and addition.

(MD) out ranks (AS)

and since Multiplication and Division are in the same level we're going to do it from left to right.

LEFT:
simplify,
28/7

we get,

4*2+3

then next is multiplication,

8+3

then finally add,

11 is the final answer :)
