To simplify by eliminating the negative exponent use this rule for exponents: ${x}^{\textcolor{red}{a}} = \frac{1}{x} ^ \textcolor{red}{- a}$

$2 {x}^{\textcolor{red}{- 2}} = \frac{2}{x} ^ \textcolor{red}{- - 2} = \frac{2}{x} ^ 2$
