And we know also that ${a}^{\frac{1}{n}} = \sqrt[n]{a}$ and $\frac{1}{a} ^ n = {a}^{- n}$
So, ${4}^{0} + {4}^{- \frac{1}{2}} = 1 + \frac{1}{\sqrt{4}} = 1 + \frac{1}{2} = \frac{3}{2} = 1.5$
