In order to factor it, we must find its roots, which are `x_1=-0.4` and `x_2=0.15`.

Now, we have

`((x-0.4)(x+0.15))/(x+3)`

If, by "simplify" you mean "remove common factors" (or "reduce the fraction"), the expression is already as simple as it will get.

It cannot be further simplified.
