By factoring the numerator of your function!

In order to factor it, we must find its roots, which are #x_1=-0.4# and #x_2=0.15#.

Now, we have

#((x-0.4)(x+0.15))/(x+3)#

P.s.: I adopted #sqrt(5)=2.2# to solve the second degree equation.

If, by "simplify" you mean "remove common factors" (or "reduce the fraction"), the expression is already as simple as it will get.

It cannot be further simplified.
