Rewrite as a product and then factor.

So $3 \frac{2 x - 3}{5 x + 1} \cdot \frac{15 {x}^{2} - 7 x - 2}{6 - 13 x + 6 {x}^{2}}$
$\frac{3 \left(2 x - 3\right) \left(5 x + 1\right) \left(3 x - 2\right)}{\left(5 x + 1\right) \left(3 - 2 x\right) \left(2 - 3 x\right)}$

So the answer is 1 as all the factors cancel out
