How this came to be?

We need to follow the laws of exponent.

${\left(\frac{x}{y}\right)}^{n} = {x}^{n} / {y}^{n}$

So,

${a}^{-} \frac{2}{b} ^ - 2$

For negative exponents, we bring them up if it is from the denominator and we bring them down if it is from the numerator. This is how you make them positive.
