Solution:

$- 10 | v + 2 | = - 70$

$\implies | v + 2 | = 7$

Squaring both sides we have,

${\left(v + 2\right)}^{2} = {7}^{2}$

${\left(v + 2\right)}^{2} - {7}^{2} = 0$

$\implies \left(v + 2 - 7\right) \left(v + 2 + 7\right) = 0$

$\implies v + 2 - 7 = 0 \implies v = 5$

$v + 2 + 7 = 0 \implies v = - 9$
