$\frac{2 b - 3}{7} - \frac{b}{2} = \frac{b + 3}{14}$

L.C.M of denominators: 7 , 2 and 14 = 14

$\frac{\left(2 b - 3\right) \times 2}{7 \times 2} - \frac{b \times 7}{2 \times 7} = \frac{b + 3}{14}$

$\frac{4 b - 6}{14} - \frac{7 b}{14} = \frac{b + 3}{14}$

$\frac{4 b - 6 - 7 b}{\cancel{14}} = \frac{b + 3}{\cancel{14}}$

$- 3 b - 6 = b + 3$
$- 3 b - b = 3 + 6$
$- 4 b = 9$

$b = \frac{- 9}{4}$
