I got that the equation is satisfied when:
$x = 5$
$y = 3$

The two matrices are equal when each corresponding elements are equal, i.e.:
$4 x = 15 + x$
And
$5 = 2 y - 1$

Let us solve them:

$4 x - x = 15$
$3 x = 15$
$x = \frac{15}{3} = 5$

And

$2 y = 5 + 1$
$y = \frac{6}{2} = 3$
