$\left\mid y - 8 \right\mid + 6 = 15$
is equivalent to
$\left\mid y - 8 \right\mid = 9$

If $\left(y - 8\right)$ is negative this is equivalent to
$8 - y = 9$
$y = - 1$

If $\left(y - 8\right) \ge 0$ this is equivalent to
$y - 8 = 9$
$y = 17$

So $y \epsilon \left\{- 1 , 17\right\}$
