In the same way that when you are measuring a length in centimetres the units of measurement are shown as 'cm'. When counting proportions, if the % is used, it is likewise a unit of measurement. It is worth $\frac{1}{100}$

So 45% is the same as $45 \times \frac{1}{100}$

This gives you $\frac{45}{100} \text{ "->" } \frac{45 \div 5}{100 \div 5} = \frac{9}{20}$
