The general rule is move the decimal so that the number in question is 0 ≤ x ≤ 10. Depending on how many places you move the decimal, and in what direction, you will write the exponent that represents the number of places you moved, negative if to the right, positive if to the left. In your example, I moved the decimal three units to the left, which makes the "• #10^3#"
