It's about moving the decimal point.

You move the dp untill there is just one non-zero digit in front of it.
The number of places you move is the $10$-power.

If you've moved to the left , the $10$-power is positive
If you've moved to the right , the $10$-power is negative
(if you haven't moved at all the power is zero)

$1234 = 1.234 \cdot {10}^{3}$ moved 3 to left
$0 , 01234 = 1.234 \cdot {10}^{-} 2$ moved 2 to the right
$1.234 = 1.234 \cdot {10}^{0}$ not moved
