point-slope form: $y - {y}_{1} = m \left(x - {x}_{1}\right)$ where m=slope and $\left({x}_{1} , {y}_{1}\right)$ is the point

y-4= (-2/3)(x-5)
3y-12= -2x+10
$\implies$ 2x+3y-22=0
