You can use the general relationship:
$y - {y}_{0} - m \left(x - {x}_{0}\right)$
Where:
$m =$ Slope
$\left({x}_{0} , {y}_{0}\right)$ are the coordinates of your point.
So:
$y - \left(- 1\right) = 8 \left(x - 4\right)$
$y = 8 x - 33$
or
$8 x - y = 33$
