Line y2, parallel to y1 must have slope same slope: -7.

$y 2 = - 7 x + b .$ Find b.

y2 passing at point $\left(- \frac{1}{2} , - \frac{1}{3}\right)$ gives the equation:

$- \frac{1}{3} = - 7 \left(- \frac{1}{2}\right) + b \to b = - \frac{1}{3} - \frac{7}{2} = - \frac{23}{6}$

Answer: $y = - 7 x - \frac{23}{6}$
