You can use the general relationship:
$y - {y}_{0} = m \left(x - {x}_{0}\right)$
with $m = \frac{1}{8}$ which is the slope;
${x}_{0} = - 8$ and ${y}_{0} = - 5$
Giving:
$y + 5 = \frac{1}{8} \left(x + 8\right)$
and finally:
$y = \frac{1}{8} x - 4$
