Visible light is formed by orbital electrons transitioning from high to low energy states in atoms.

Explanation:

When orbital electrons in atoms transition from a high energy state to a low energy state (within the atom) an electromagnetic photon is emitted. Photons produced by this method can be in the infrared, visible or ultraviolet spectrums.
