For a point $\left({x}_{1} , {y}_{1}\right) = \left(- 6 , - 2\right)$ and a slope of $m = - \frac{1}{3}$

$\frac{y - {y}_{1}}{x - {x}_{1}} = m$

becomes
$\frac{y + 2}{x + 6} = - \frac{1}{3}$

$3 y + 6 = - x - 6$

$3 y = - x - 12$

$y = - \frac{1}{3} x - 4$
