XZ = 30

Explanation:

From the problem: OM=8 and MY=9

The radius of the circle can be obtained by:
OY=OM+MY=8+9=17

But OX is also the radius, so:
OX=OY=17

In the right triangle triangleOXM, we can apply Pythagoras:
OX^2 = OM^2+XM^2

17^2=8^2+XM^2
XM^2=289-64=225

So, XM=15

Since XZ = 2*XM

then: XZ = 30
