Gulags were the work camps - roughly equivalent to Nazi concentration camps though not as well known.

Explanation:

Gulags were labor camps were you would go to work, work, and work, for decades on end and often until you died. You would end up in a gulag for trivial offenses like saying something bad about the government. If you, for example, said "I hate Stalin; he's ruining the country" you could end up in a gulag. This is in stark contrast to America, where saying something like this about the president is encouraged in our free speech democracy.

The gulags were meant to whip you into compliance with the oppressive and disastrous policies of the Soviet Union. Discipline by labor was the name of the game, but far too often, you would end up dead rather than obedient.
