that is a particular case of Bernouille's law, you do some semplifications:

1) the difference of pressure on the surface of fluid and on the opening is same . It is true with a sensibility of 0,1% because air density is about 0,1% than liquid density.

2) the downhill velocity on the surface of fluid is negligible versus the velocity trought the hole, and it is true how much the hole is small and how much the surface is large.

3) loss of hydraulic load throught the hole is negligible, and it is never true with an approssimation that can be of 2-50% according to fluid speed and profile of the hole
