Is chlorine more nucleophilic than iodine?

No , iodine is more nucleophilic than chlorine because iodine has larger atomic size than chlorine so the electron density in iodine will be loosely held , and it can be easily donated.
While since cl is smaller than iodine , it's electron density will be help by the nucelar attraction.
