To determine if the ordered pair given in the problem is a solution to the inequality we must substitute a follows:

Substitute #color(blue)(3)# for #color(blue)(x)#

Substitute #color(red)(13)# for #color(red)(y)#

#color(red)(y) > 2color(blue)(x) + 1#

Becomes:

#color(red)(13) > (2 xx color(blue)(3)) + 1#

Calculating out the right side of the inequality gives:

#color(red)(13) > color(blue)(6) + 1#

#color(red)(13) > color(blue)(7)#

13 is in fact greater than 7 therefore this ordered pair is a solution to the inequality.
