Is the universe expanding faster than the speed of light?

As of now, it us 13.8 billion light years through 13.6 billion years. If the expansion rate is not a constant, partly, the rate might have been faster...


The answer given is my logic. If Hubble constant has had been a constant since BB event, the answer is NO. If not, the answer is YES.
