This is a classic cosine law problem. However we must first find the length of
#AB^2 = x^2 + (3x)^2 - 2* x* 3xcos(60˚)#
#AB^2 = x^2 + 9x^2 - 2(3x)^2(1/2)#
#AB^2 = x^2 + 9x^2 - 3x^2#
#AB^2 = 7x^2#
#AB = sqrt(7)x#
Thus the perimeter is given by
#AC + BC + AB = sqrt(7)x + x + 3x= 4x+ sqrt(7)x = (4 + sqrt(7))x#
As required.
Hopefully this helps!
